Tens of thousands of Congolese have fled to neighbouring Burundi following an offensive by the M23 rebel group in early December. To deal with the influx of refugees, the Burundian government announced an emergency response plan, and the United Nations appealed for $33 million in urgent funding to help the more than 80,000 people who have seek refuge there.
