'More a question of when than if': Biden drops out of US presidential race

Joe Biden on Sunday dropped out of the US presidential election, endorsing Vice President Kamala Harris as the Democratic Party's new nominee.  FRANCE 24 correspondent Fraser Jackson said that Biden had initially been reluctant to withdraw from the campaign.
